Ms. Bilguun Erdenebat, 2019-2022 President of MASA

Ms. Bilguun Erdenebat, a 2013-2015 Fulbright Fellow, has over ten years’ experience in climate change, environment, and sustainable development specializing in social development and gender equality. She is currently working for the Asian Development Bank as a Social Development and Gender Consultant. Previously, she has worked for organizations such as Green Climate Fund, UNEP, Global Green Growth Institute, German International Cooperation (GIZ), Swiss Agency for Development and Cooperation (SDC), Save the Children and Ministry of Foreign Affairs of Mongolia. She received an M.P.S degree in International Development from Cornell University (2015) and a B.A degree in International Economic Relations from the National University of Mongolia (2009).

Ms. Bulgantuya Khurelbaatar, 2015-2019 President of MASA

Ms. Bulgantuya Khurelbaatar is the Vice Minister of Ministry of Finance, President of MASA. She served as the Vice President of Mongolian Social Democracy-Youth Union, the youth organization of Mongolian People’s Party. After having completed her high school in Australia, she obtained B.A in Economics from Huazhong University of Science and Technology, PRC and M.A in International and Development Economics from Yale University, USA. Bulgantuya worked as Director of Business Development Department of Petrovis LLC, Project Manager at Oyu Tolgoi Project and Commercial Principal Advisor of Oyu Tolgoi LLC, Consultant on World Bank projects in developing countries such as East Timor and Palestine.

Dr. Undraa Agvaabluvsan, 2013-2015 President of MASA

Former Member of Parliament, Dr. Undraa held appointments in senior roles as the deputy director of the Institute of Strategic Studies of the National Security Council and Executive Director of the Strategy Academy, advisor to the Minister of Mineral Resources and Energy, Ambassador-at-large at the Ministry of Foreign Affairs of Mongolia. After completing her undergraduate degree in physics with honors in 1994 from the National University of Mongolia followed by a masters degree from the same, in 1997 she received a diploma in high energy physics from the International Centre for Theoretical Physics in Trieste, Italy. Dr. Undraa Agvaanluvsan obtained PhD in physics at North Carolina State University, USA. Following her studies, Dr. She conducted research on neutron induced reactions at Lawrence Livermore National Laboratory and worked as a Science Fellow at the Center for International Security and Cooperation at Stanford University, where she was also a visiting professor and taught energy policy at the International Policy Studies program. Dr. Undraa co-founded the Mitchell Foundation for arts and sciences in 2007. She continues her work in promotion of arts, sciences, and good governance. 

Mr. Jargalsaikhan Dambadarjaa, 2010-2013 President of MASA

Mr. Jargalsaikhan Dambadarjaa (known as Jargal DeFacto) is an independent economist and media representative of Mongolia. He is a Mongolian political and economic observer, columnist, and host of TV’s Defacto Debate, Defacto Review, and Defacto Interview, weekly television interviews on VTV in Mongolia, featuring distinguished Mongolian, English and Russian-speaking guests from across the globe. Jargal also hosts Radio DeFacto, a radio talk show aired daily at 6:30pm on Business Radio 98.9FM. He is a founder of The Defacto Institute, an independent research think tank that also publishes the ’The Defacto Gazette’, a weekly analytical newspaper covering the politics and economics of Mongolia—in English, Japanese, and Mongolian.  It’s Mongolian edition is shared with readers every Wednesday, while English and Japanese edition goes to readers every Tuesday through their emails. Since 2009, Jargal has been writing weekly articles on the current economic, political and social issues in the country, which are printed in Mongolian and English daily newspapers. He contributes to public opinion formation in the country through a range of formal and social media. Jargal has a long career history in the industries including banking and financing, public office (Head of FIFTA, Board of Foreign Investment of Mongolia), tourism and petroleum sectors. His volunteer and board positions include Mongolians for Fair Taxes and Wise Spending, a taxpayers association (President), Mongolian National Committee for Pacific Economic Cooperation - MONPECC (General Secretary 2007-2016), Mongolian Association of State Alumni – MASA (President  2010-2013), Moscow State University Mongolian Alumni (President 2013-present), Silk Road Foundation (Chair 2013-2016) and The Economic Club of Ulaanbaatar (President).

Mr. Enkh-Amgalan Sengee, 2007-2013 President of MASA

Enkh-Amgalan Sengee is the Director of Mergen Investments Pte.Ltd. and the Board Director at Lendmn NBFI. He held executive positions in mining and energy sectors as CEO of Petrovis Oil, Advisor to the Mining Minister of Mongolia, and President and CEO of SouthGobi Resources listed at Toronto and HKEX. Enkh-Amgalan led the successful completion of the first Mongolian commercial-scale windfarm “Salkhit” as the CEO of Clean Energy LLC. He also served as Vice President of Mongolian Mining Corporation listed at HKEX and had an outstanding career with MCS Group. Mr. Enkh-Amgalan is actively involved in the business community with Board responsibilities at the Business Council of Mongolia and member of the CEO Club. He was the Founding President of the Ambassadors for Development, a Mongolian Association of State Alumni (MASA). Mr. Enkh-Amgalan holds his bachelor degree in International Affairs from the National University of Mongolia, and was a recipient of Fulbright Scholarship, upon which he earned his Master’s degree from the Middlebury Institute of International Studies at Monterey, a graduate school of Middlebury College.
